Mahama: SOE assets rose to over GH¢407bn in 2025

President John Dramani Mahama has disclosed that State-owned Enterprises (SOEs) in Ghana held aggregate assets valued at GH¢407.85 billion as of the end of December 2025, highlighting the significant financial footprint of state-owned businesses in the national economy.

However, despite the substantial value of their assets, Mahama raised concerns about the level of liabilities accumulated by the enterprises, which stood at approximately GH¢282 billion over the same period.

President Mahama made the disclosure on Thursday, September 10, when he addressed the SIGA Governing Boards and CEOs Conference 2026, where he called attention to the financial position and performance of public entities.

He further disclosed that other state entities held assets estimated at GH¢341.6 billion, but their liabilities were significantly higher, reaching approximately GH¢382.75 billion.

The President said the financial imbalance must be treated with urgency, particularly in view of the aggregate deficit recorded by the entities.

“At the end of 2025, state-owned enterprises held aggregate assets of GH¢407.85 billion and liabilities of approximately GH¢282 billion. Majority venture companies held assets of GH¢96.69 billion and liabilities of GH¢82.7 billion. Other state entities held assets of approximately GH¢341.6 billion but liabilities of GH¢382.75 billion.

“This means their liabilities therefore exceeded their assets by more than GH¢41 billion. Combined with their aggregate deficit of GH¢10.48 billion, this demands urgent attention from the boards of these enterprises, from the sector ministries, SIGA and the Ministry of Finance.”
