The Chief Executive Officer (CEO), Julius Neequaye Kotey, has disclosed that the Driver and Vehicle Licensing Authority (DVLA) generated more than GH¢27 million from temporary vehicle registration stickers between January and September 2026, following reforms aimed at plugging revenue leakages in the distribution of DP plates at Ghana’s ports.
Mr Kotey said the revenue recorded in the first nine months of 2026 had already exceeded the GH¢22 million generated throughout 2025, when the authority issued 111,101 stickers.
Speaking at the Government Accountability Series on Monday, October 12, 2026, he attributed the increase to the replacement of aluminium plates with tamper-proof digital stickers and a system requiring every vehicle to receive a sticker before leaving the port.
“Putting the numbers into proper context, the revenue associated with this DP issuance is as follows. In the entire year 2024, the government DVLA issued 76,312 DP plates, and that gave us revenue of GHC 15 million,” he said.
“In 2025, we issued 111,101 stickers, and that gave us revenue of 22 million. In 2026, from January to September alone, we have done 134,000 DP stickers, and that has given us in excess of 27 million. So it is factual that revenue is on the increase,” Kotey added.
The figures, he said, show that revenue from the stickers rose from GH¢15 million in 2024 to GH¢22 million in 2025 before exceeding GH¢27 million in the first nine months of 2026.
The DVLA chief added that the reform was introduced after the authority identified what he described as massive revenue leakages in the sale and distribution of DP plates at the ports of entry.
“Upon assumption of office, we immediately replaced the aluminum plates with tamper-proof digital stickers,” he said, explaining that the new system was designed to ensure that every vehicle received a sticker before leaving the port.
Mr Kotey said the change had helped seal significant revenue leakages and direct the proceeds to the government.
However, he did not disclose the estimated amount of revenue lost under the previous system or provide a breakdown of the specific losses identified.
