GRA postpones GHC1 fuel levy rollout to June 16

The Ghana Revenue Authority (GRA) has postponed the date for the implementation of the Energy Sector Shortfall and Debt Repayment Levy from June 9 to June 16, 2025, delaying it by one week.

This comes after strong opposition from the Chamber of Oil Marketing Companies (COMAC), calling it coercive and operationally unfeasible.

In a press release dated June 8, COMAC expressed appreciation to the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority (NPA), and the GRA for engaging in what it described as “constructive” dialogue that resulted in the new start date.

“Following our consultations and collaborative efforts, we are pleased to announce our alignment and satisfaction with the revised implementation date,” said Dr. Riverson Oppong, CEO and Industry Coordinator for COMAC.

He added that the development “reflects the value of dialogue, partnership, and engagement among stakeholders.”

COMAC had earlier demanded a two-week transition period to allow Oil Marketing Companies (OMCs) time to adjust pricing systems, reconfigure logistics, and prepare for compliance. They argued that without sufficient lead time, cash-and-carry marketers would be unable to manage the unexpected tax on stock to be lifted starting June 9.

A representative of the GRA in an interview with Citi News also confirmed the newly revised implementation date.

“The association has concerns with the 9 June implementation date. We have discussed with their leadership in the spirit of cordiality and partnership and have agreed a new start date of 16 June.”

The government insists the levy is crucial for the financial recovery of Ghana’s energy sector.
