Mining regulations under review to boost local company participation

President John Dramani Mahama has revealed that his government is undertaking a comprehensive overhaul of Ghana’s mining legislation and regulatory frameworks to boost the participation of domestic companies and ensure greater local benefit from the nation’s mineral resources.

Speaking at the 2026 Mining Sector Local Content Summit at Palms by Eagle in Takoradi on February 18, Mahama emphasized that the reforms aim to reposition the mining industry, enabling Ghanaian businesses to take on more strategic and influential roles beyond their current supplier functions.

The President highlighted the government’s vision for local firms to transition from peripheral service providers into key industrial contributors capable of manufacturing equipment, machinery, and technological solutions essential to the sector.

The review will address legal and regulatory obstacles, investment incentives, and existing policy gaps, ensuring that frameworks encourage domestic industrial development rather than continued reliance on foreign expertise and imports.

“This administration is revising our mining laws and regulations to allow Ghanaian companies to move up the value chain—from supplying basic consumables to producing essential components, from service providers to innovators,” Mahama said.

He added that the government plans to incentivize mining companies to invest in local capacity-building rather than simply sourcing materials domestically. Practices such as equity participation, technology transfer, and knowledge-sharing are expected to become standard across the sector.

Mahama noted that these changes form part of a broader economic transformation agenda aimed at increasing value addition across mining, agriculture, and manufacturing.

Strengthening local participation in the mining ecosystem, he said, will not only create employment opportunities but also help retain more mineral revenue, drive industrial growth, and cultivate homegrown technical expertise.
